These sites often contain shadier types of offers. Often used by email marketers and spammers to monetize their efforts. They get you to fill out a lead generation forms (ie, they collect your name and/or email address) and then you get something for free in exchange for that information. Of course the information you give them is used or sold to market to you endlessly.
Additionally offers on these networks will often times be for products or services that charge you using automatic reocurring billing (called continuity programs) (think $9.99/month for ringtones until you cancel, or free trail offers for a limited time and then get billed (and re-billed) until you cancel). Many of these offers try to minimize/hide the fact that they are charging anything at all which has caused many unsuspecting people just looking for something 'free' to fall victim and have big charges appear on their credit cards or cell phone bills.
The shady practice of continuity programs has even gotten the attention of Visa/Mastercard which has invoked new rules to protect consumers. This has has caused many CPA/CPL networks finanical problems.
CPA/CPL networks are also one of the ways that social gaming companies like FarmVille, MafiaWars, or YoVille make alot of their money.
